London, ON — June 4, 2025 — The Ontario Association of Police Service Boards (OAPSB) is pleased to announce the election of its new Board of Directors, following its successful Annual General Meeting held on June 3, 2025. This leadership transition marks an exciting chapter for the Association as it continues to champion excellence in police governance across the province.
We are proud to welcome the newly elected executive Board for the 2025/2026 term:
- Chair: Al Boughton, Peel Regional Police Service Board
- 1stVice Chair: Bill Hagborg, North Bay Police Service Board
- 2nd Vice Chair: John McTaggart, Rainy River District West OPP Detachment Board
- Treasurer: John Thompson, Owen Sound Police Service Board
The newly appointed Board brings a wealth of experience, dedication, and a shared commitment to strengthening community safety and oversight through effective governance.

The OAPSB extends its sincere gratitude to the outgoing Board members for their service and leadership. Their contributions have been instrumental in shaping the Association’s strategic direction and reinforcing our role as a leading voice in police governance. We offer special thanks to outgoing Chair Patrick Weaver for his exceptional leadership during a pivotal period of transformation—both for the OAPSB and for police governance across Ontario. His guidance was particularly vital as the Community Safety and Policing Act came into force on April 1, 2024, ushering in significant changes for policing and police boards. Patrick’s commitment to modernization, collaboration, and strategic foresight has left a lasting impact on the Association and the sector as a whole. Patrick’s steadfast commitment to good governance and his constant encouragement of Executive Director Lisa Darling and the OAPSB staff have left a lasting legacy that will continue to benefit the Association and its members for years to come.
As the new Board takes office, OAPSB looks forward to building on past successes, engaging our members, and advancing initiatives that support effective police services oversight throughout Ontario.
